SHOW LOW PLANNING & ZONING COMMISSION

REGULAR MEETING OF TUESDAY, SEPTEMBER 25 , 2007

* * * A C T I O N S U M M A R Y * * *

Pursuant to A.R.S. 38-431.02, notice is hereby given to the Show Low Planning & Zoning Commission and to the general public that a meeting, which shall be open to the public, will be held on Tuesday, September 25, 2007, at 7:00 p.m. in the City Hall Council Chambers, 180 N. 9^th St, Show Low, Navajo County, Arizona. The agenda for this meeting will be as follows:

1. Call to Order. Chairman Skillin called the meeting to order at 7:03 PM.

2. Roll Call.

3. Invocation (by volunteer).

4. Pledge of Allegiance (by volunteer).

5. Public Hearings.

Public Hearing and Consideration of a Zone Change Application submitted by Silverdove Properties, LLC, to rezone property located between N. Clark Road and 43^rd Ave, more particularly known as A.P.Nos. 209-27-016 and 209-27-017, from AR-43 (Agricultural-Residential, 43,000 sq. ft) to P.U.D. (Planned Unit Development). Commissioner Allsop moved to approve the Zone Change Application submitted by Silverdove Properties, LLC as presented, subject to staff recommendations, with the addition of a condition requiring an emergency access agreement, and an additional condition stating that the perimeter fencing type and location are to be approved at the time of Final Plat approval, and forward this item to City Council; seconded by Commissioner Latham. The motion passed by a vote of 5 to 1, with Commissioner Johnson casting the dissenting vote.

Consideration of a Preliminary Plat application submitted by John Comerford for Forest Edge, an 8-lot subdivision located on N. 43^rd Ave., more particularly known as A.P.N. 209-30-005H. Commissioner Latham moved to continue the Preliminary Plat application submitted by John Comerford for Forest Edge to the next meeting and request that more data be provided to the Commission on the driveway issue; seconded by Commissioner Allsop. The motion passed by a vote of 4 to 2, with Commissioners Skillin and Sipes casting the dissenting votes.

Consideration of a Preliminary Plat application submitted by Ernest Sutter for Southside Business Park, a 34-lot commercial/industrial development located on the southeast corner of the intersection of U.S. Hwy 60 and Penrod Road, more particularly known as A.P.Nos. 210-01-039A, 210-24-006B, 210-24-077, 210-24-078B, 210-24-082B. Commissioner Allsop moved to approved the Preliminary Plat for Southside Business Park, subject to staff recommendations, with the addition of wording to Condition #6 to clarify that the lots adjacent to Hwy 60 and to Penrod Rd comply with the C-2 building design and landscaping standards, and the addition of Condition #7 which states "The Runway Protection Zone will be determined prior to final submittal and indicated on the Final Plat" and forward the recommendation to City Council; seconded by Commissioner Isaacs. The motion passed unanimously.

Consideration of a Conditional Use Permit application submitted by TNLC, LLC/Thomas Cedarblade to allow development of apartments at 3301 S. White Mountain Road, more particularly known as A.P.Nos. 210-33-013A and 210-33-013B. Vice-Chairman Sipes moved to approve the Conditional Use Permit application submitted by Thomas Cedarblade to allow development of apartments, not to exceed 56 units, at 3301 S. White Mountain Road; seconded by Commissioner Latham. The motion passed unanimously.

8. Call to Public. Any citizen desiring to speak on a matter that is NOT scheduled on this agenda may do so at this time. Speakers shall identify themselves on the record and may be limited to three minutes per person. Comments shall be addressed to the Planning and Zoning Commission as a whole, and not to any individual member. Issues raised shall be limited to those within the jurisdiction of the Planning and Zoning Commission. Pursuant to the Arizona Open Meeting Law, the Commission cannot discuss or act on items presented at this time; however, at the conclusion of the call to the public, individual members may (1) respond to criticism made by those who have spoken, (2) ask staff to review a matter, or (3) ask that a matter be put on a future agenda for discussion.

9. Approval of Minutes.

A.	Minutes of the September 11, 2007 regular P & Z meeting. The minutes were approved by unanimous consent.

11. Adjournment. Chairman Skillin adjourned the meeting at 8:45 PM.
