SHOW LOW PLANNING & ZONING COMMISSION

REGULAR MEETING OF TUESDAY, JANUARY 13, 2009

Pursuant to A.R.S. 38-431.02, notice is hereby given to the Show Low Planning & Zoning Commission and to the general public that a meeting, which shall be open to the public, will be held on Tuesday, January 13, 2009, at 7:00 p.m. in the City Hall Council Chambers, 180 N. 9th St, Show Low, Navajo County, Arizona. The agenda for this meeting will be as follows:

1. Call to Order. Chairman Skillin called the meeting to order at 7:00 PM.

2. Roll Call.

3. Invocation (by volunteer).

4. Pledge of Allegiance (by volunteer).

5. Public Hearings.

Commissioner Johnson moved to place Item A as the second item to allow the applicant to be present; seconded by Vice Chairman Allsop; passed unanimously.

A.

Public Hearing and Consideration of a zone change request submitted by Doveland Development, L.L.C., to revise the zoning conditions regarding phasing of construction of 43rd Avenue on property located near Smith Ranch Road and 43rd Avenue, more particularly described as A.P.N. 309-27-017.

B.

Public Hearing and Consideration of Proposed Revisions to Section 15, the Zoning Ordinance, of the City of Show Low City Code.

Commissioner Johnson moved to approve the proposed revisions to Chapter 15, the Zoning Ordinance, of the City of Show Low City Code as presented this evening and forward that recommendation to city council; seconded by Vice Chairman Allsop; passed unanimously.

Commissioner Isaacs moved to rescind the previously approved motion to approve the proposed revisions to Chapter 15; seconded by Vice Chairman Allsop; passed unanimously.

Commissioner Johnson moved to approve the proposed revisions to Chapter 15, the Zoning Ordinance, of the City of Show Low City Code as presented this evening, with all amendments as recommended by staff and clarification by rewording subsection (N) regarding the animal and pet allowance provisions; seconded by Vice Chairman Allsop; passed unanimously.

Item 5-A was heard at this time. 

Commissioner Isaacs moved to approve proposed revisions to the zone conditions as submitted by Doveland Development, L.L.C., regarding phasing of construction of 43rd Avenue on property located at A.P.N. 309-27-017, and forward that recommendation to city council; seconded by Commissioner Saner; passed unanimously.

A. Election of Officers

Election of Chairman of the Planning and Zoning Commission.

Vice Chairman Allsop moved to re-elect Chairman Skillin to the office of Chairman of the Planning and Zoning Commission; seconded by Commissioner Johnson; passed unanimously.

Commissioner Saner moved to re-elect Vice Chairman Allsop to the office of Vice Chairman of the Planning and Zoning Commission; seconded by Commissioner Johnson; passed unanimously.

8. Call to Public. Any citizen desiring to speak on a matter that is NOT scheduled on this agenda may do so at this time. Speakers shall identify themselves on the record and may be limited to three minutes per person. Comments shall be addressed to the Planning and Zoning Commission as a whole, and not to any individual member. Issues raised shall be limited to those within the jurisdiction of the Planning and Zoning Commission. Pursuant to the Arizona Open Meeting Law, the Commission cannot discuss or act on items presented at this time; however, at the conclusion of the call to the public, individual members may (1) respond to criticism made by those who have spoken, (2) ask staff to review a matter, or (3) ask that a matter be put on a future agenda for discussion.

A. Minutes of the P&Z Commission Meeting of December 10, 2008.

Chairman Skillin moved to approve the minutes of the December 10, 2008 meeting by unanimous consent; so approved.

11. Adjournment.  Chairman Skillin adjourned the meeting at 7:47 PM.
